Tax Credits and Banks

Hi
Just a quick question about Banks and payments of Tax Credits to an account. My OH has Tax Credits paid in to her account every Saturday, but the last two Saturdays due to charges both her Tax Credits have been used to cover this leaving us with no money except with little I have.
I heard that Banks aren't allowed to take money from the Government due to you, is that true? as since the monies not being there it means our girl isn't receiving whats due to her?
Can anyone back up this claim?
