£944 Elec Bill - estimated for 7 months, what payment plan?

Hi,
I have moved out of a property and they are chasing me for a final bill of £944 which has been estimated for the past 7 months to 28 April 07, can they chase me for bills that have been estimated for that long?
Also we are only 2 students, whole of house was energy saving light bulbs and where we live now, the elec is only £30/month based on the readings I have took!
I only have 2 concerns about the bill itself
A) the landlord (who owns the shop) was stealing my electricity (if a light blew in my house, his elec would go off, but we had 2 meters in his shop??)
The Immersion heater was on almost all of the time but surly that doesn't mean the bill is made up to nearly a grand for 7 months??
Eitherway, the inpolite woman at ScottishPower Manweb hesitated that I can only pay the bill over 3 months and that is the only plan they can offer me, but that was a different department I spoke to I think.
Really concerned as we are only students and she would not transfer the debt to our new account and let me setup a DD for the year.
There phone line is closed til Monday, could anybody help me?

Yes they can chase you. They are only obliged to read the meter once every two years and can legally persue unpaid estimated bills.
Is your final reading estimated too? If so, it doesn't make any difference how high or low your usage has been over the last seven months, as the estimated readings wouldn't reflect that.0
