TV licence payment - pending....

My question is, essentially, how long can a payment be pending before it is either rejected or processed?
The background story: last Saturday I entered credit card details for a TV licence online, and clicked the 'confirm' button. Mastercard SecurePass came and went (my card never asks for it), and it said accepted. I went away, came back 20 minutes later and there was another 'confirm' button at the bottom of the confirmation page when I scrolled down. Of course the website had timed out.
I checked my credit card balance and my available credit had been reduced, so I presumed the payment was taken, but on Tuesday when I still hadn't had the licence by email I phoned TV Licence company and the credit card company. The credit card staff confirmed the payment, and the TV Licence people said there was no payment on my account.
Today the transaction is still not on my credit card online statements, and I have no confirmation, but my available credit is still £145.50 lower. When will the payment either be processed or declined so that I can do it again?

Normally the earmarked funds should drop off after a week or so.0
