budgeting loans and criteria

so, I was on jsa until april 11th, and moved to income support on april 12th. reading the criteria it states "must have been on a qualifying benefit for no shorter then 26 weeks" but later says "breaks of less then 28 days are ignored"
Would that mean i am eligible or not? unsure?
