    Because it could be on a shared supply so needs to be fitted internally , they have asked for it to be located so thats where the water co want it to go

    Since the OP has their own front door and attic, it doesn't sound like a property split into flats.
    But of course the supply could still be shared.
    No free lunch, and no free laptop ;)

    It does not neet to be a flat to be on a shared supply,

    Thousands of houses are on shared supplies and not flats

    OP says it's a house and has an attic, so it doesn't sound like a flat.

    All the Water Co need to find is the incoming water pipe. Surely they can do that ? If they can't even do that, there must be something wrong with them. It's a new build, so the pipe is not going to be routed through the under-butler's scullery is it ?

    Whether it has a inside valve on it or not is immaterial as they can use the outside stopvalve to shut the water off. Then they will cut the pipe to insert the meter. As it is common practice, common sense and minimal cost, to fit valves either side of the meter, they will also do that.

    Does the OP say it is a new build?

    If it was built after April 1990 a meter would have been mandatory.

    It could be, hard to tell from description.
