Can't find stop tap

I was looking for my stop tap in my new house but I can't find it anywhere!
I tried under the sink in the kitchen, downstairs bathroom, upstairs bathroom, under the stairs (there is only a pipe with no end and a handle the size of my finger, this couldn't be it?)
I haven't got access to the attic yet as I dont have a ladder, is it possible the stop tap is in there with the boiler? Or is possible I don't have a stop tap at all?
I have an outside stop clock, but I want to install a water meter and the water company need the location of the stop tap first.

Since the meter will normally be installed out on the street where possible, having a sto c*ck downstream in the property would not be of much use to them. They'll need to turn it off at the street point before installing the meter.No free lunch, and no free laptop0

Try looking under the kickboards of the kitchen unit's0 -
Might be in airing cupboard next to boiler0

they can use the outside one, but they still need to locate the internal one to fit the meter internally as this will be the point of entry into the house, thats why the water company have asked op to locate it0

Ask a neighbor if they know where their stop tap is. Had to do this when I last moved, turns out 4 houses (including mine) were originally built with the water supply controlled with one stop tap on the street.0

its up to the householder to know the internal stoptap location not the water company0 -
In my last house it was under the kickboard of one of the kitchen units, but on the opposite side of the room from the sink. Can you find the rising main (the pipe that supplies upstairs), look at the bottom of that. That little pipe you found could be it and someone has left the tap handle off, i had to get a small adjustable spanner and use that to turn it off.
If you do get a meter and have to turn the water off in the street that might be the time to put a new stopc0ck inside.Liverpool is one of the wonders of Britain,

Why would they fit the meter internally, unless it's a block of flats or a house converted to flats? The norm is to install it just outside the property boundary, e.g. at the pavement stopc*ck point.No free lunch, and no free laptop0
