How do I stop Bailiff taking the car tomorrow (rossendales, council tax)

They will clamp it around 5:30 AM and come back when they expect you to be up.
Move the car, lock all doors when they ask where it is, tell them the owner, if they had done any research they would have know who it belongs to.
Then close the window and wish them goodbye.
Do not listen to any rubbish they spout about locksmiths coming, if you have had brains not to let him in, they can not force entry, so put bolts on.
They will shout, intimidate neighbours in an attempt to get you embarrassed and let them in and when this fails, leave with a load of threats.

This is a statutory declaration and I have used them successfully with Rossendales.
