"Daughter living with Parents (Carer/Disabled Person) - Council Tax?

Hello, I am posting this on behalf of my father.
My father is my disabled mothers full time carer. They get a number of benefits which are: Disability allowance, carers allowance and Income support.
My sister who was 20 in July has just finished college and still living at home with my parents.
My father is wondering what happens now when it comes to council tax. He has rang up various people to try and find an answer but they all give him conflicting information.
Will my sister now have to pay council tax? she is currently unemployed looking for full time employment, but when she does find a job will she have to pay while living at home or because she is living in a house with a disabled person, she does not?.
A year ago my parents never paid council tax, but as of last year I think they are paying a small chunk of it - totals under £3 a week.
If anyone can help out, that would be great!

If your Mum is receiving the care component of DLA then no non -dependent reduction will be made for Council Tax.

Any council tax charge due would be payable by the parents.Will my sister now have to pay council tax?I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0 -

Not necessarily as each council can set their own rules so worth checking with the council themselves.I currently manage a Housing Benefit service and have been working in Housing / council tax benefit (as was) since 2001.
