"Daughter living with Parents (Carer/Disabled Person) - Council Tax?

Hello, I am posting this on behalf of my father.

My father is my disabled mothers full time carer. They get a number of benefits which are: Disability allowance, carers allowance and Income support.

My sister who was 20 in July has just finished college and still living at home with my parents.

My father is wondering what happens now when it comes to council tax. He has rang up various people to try and find an answer but they all give him conflicting information.

Will my sister now have to pay council tax? she is currently unemployed looking for full time employment, but when she does find a job will she have to pay while living at home or because she is living in a house with a disabled person, she does not?.

A year ago my parents never paid council tax, but as of last year I think they are paying a small chunk of it - totals under £3 a week.

If anyone can help out, that would be great!
