Payless Notice template or format

Does anyone have a format or template link to provide a payless notice? Sent one to the builder and he states it is incorrect

You can't use a payless notice to avoid VAT liability.

If you've tried it and the builder has rejected it you now contractually probably have no choice but to pay the full amount.

I think the ice is probably getting very thin under your feet.

I think you need proper advice across a table from someone who has seen the whole of the contract documentation and has been given the whole story. You are not going to get that advice here. I, for one, won't be dragged into the minefield you are presently sowing for yourself. You will probably have to pay for such advice.
