I wonder which came first the request to make it longer or the perceived not fitting?
That wouldn't really matter, what does matter is the wording of such a request after an order has been made. If it is the first fitting (and I can only go off what others have said about how bespoke suits work since I have never had one) rather than the final one it is perfectly fine to say "the sleeves need to be longer" as a matter of fact but it is not okay when they are almost finished to say that as all that material and time has been wasted.
You also need to define what you were doing in the original measuring phase, where you wearing a garter belt or 'sucking it in' and did you show a full range of movement in the arms as that can dramatically change how a suits sleeves look...if you are hiding the fact that you ate all the pies in the original measuring then it is unreasonable to claim that the tailors are having you over, they an only go off the information they have.

I'm not sure the "sleeves too short" and "make the jacket longer" comments are linked. "Make the jacket longer" (to me) refers to the body length of the jacket - this would almost certainly mean remaking the body section and so add to the overall cost.
From what I can determine, the shop have done nothing wrong.0
