Urgent advice needed

Phoned today to put a note of interest on a property (deadline 12pm today) was told I would need a formal offer from a solicitor :eek:
Running out of time, they sent me theirs, they don't charge if the offer is not accepted.

I thought I could make an offer and if it was accepted then engage a solicitor.

Doubt it can be done in time now.

Any advice?
