Hi Guys.
I too have received a "Parking Charge Notice" from Vehicle Control services re parking at Humberside Airport. I am a disabled driver with a blue badge. I did not drive to the airport, my son who was flying out that day did and I drove back home.
He is now out of the country and will be so for some weeks.
The parking charge notice that i have received gives me 14 days from the issue date to pay the reduced charge of £60.00 ..forgive me, but I am given to understand that as it was a CCTV notice., the time scale should be 3 weeks..am I right or wrong? If I am right then the paperwork is wrong and is just so much bin fodder but how do I sort this? I am 67 years old and have no wish to get involved in something that might take even more out of my meagre pension.
The car was actually never parked, it was never in the car park. Just stopped for a few seconds to change drivers and let my son off to his flight.

You are wrong. 14 days is correct.

I didnt park..My son stopped the car so that he could alight and I could drive home .. The car was stationary for only a minute.. does that constitute parking?
It was on the road out of the airport and the signs say no stopping,but as a disabled driver, I would have thought that I would be ok for a minute . the signs were beside the road, not easy to read unless you stopped, then of course by stopping, you are committing an alleged offence!

BEWARE TICKETS THAT COME THROUGH THE POST
Regulations brought in during 2008 mean you can get a ticket through the post in England and Wales, if caught on CCTV.
This makes it more difficult to gather evidence for an appeal because the 'contravention' would have taken place days before. The only plus side is that you have 21 days if caught on CCTV, instead of the usual 14 days, to pay at the reduced rate.0 -

It's a private parking charge in this case not even for parking but for breaking one of their own made up rules. It's a speculative invoice that can offer any terms they want to for prompt payment. 14 day or 21 day deadlines for payment have no basis in law.
What the law does say now is that if they want to be able to chase the keeper of the vehicle (rather than the driver) for unpaid parking charges that when they use remote systems like CCTV & ANPR where no notice is left on the vehicle then that must be received by the keeper within 14 days of the 'crime'. That's actually received within 14 calendar days not just dated or posted.
However in this case their so called 'parking charge' is nothing of the sort so they cannot chase the registered keeper anyway. No need to mention that to them at present but just as the keeper send in an appeal that will inevitably be rejected then appeal to POPLA where you will win & have the charge quashed. Look around the forum for samples of appeals. Do not mention when appealing who was driving. You are appealing as the keeper so keep it all formal & in the third person.0 -

It may be my interpretaion of the text that I copied and pasted but there is no exclusion in it to say that it applies to councils only. I assumed that it was a general thing..

I know that I am thick but where and how do I look around the forums? It took me 2 days to work out how to get this far. I keep finding myself back at the home page. That is why I am asking for help.
