Water coming from old cut pipes

We have recently had a new c/h system - unvented cylinder closed system. So tank in attic went and cylinder in airing cupboard. There are a couple of pipes - look like a pair, close to each other, coming out from floor of old airing cupboard, which have been cut, left open, obviously redundant. These were possibly like this before new sytem was installed, and to do with previous work. However, water seems to be rising up - not a lot, but enough to leak on to floorboards in cupboard. When I put my finger in pipe I can feel water sitting there. This is recent and the only thing we have changed is the central heating and new bath taps to showers mixer taps. Our plumber is away for a couple of weeks so not able to ring him. Any ideas where this water is coming from? Thanks
