Bare with me this could be a round the houses explanation! ....
We have just recieved keys to a council property and have been in stripping paper off anyway in the bathroom i started stripping paper from the wall between bathroom and bedroom, And the wallpaper is sitting ontop of bare plasterboard! .... it looks as if the plasterboard hasnt been plastered over or sealed before! .... it looks a right mess! every little bit of paper that comes off its bring bits of board with it to! ... We dont want to paper or paint it but want to tile but! We dont know where to go from here ... do we carry on stripping and hope for the best or what
........ Any advice would be great as ive noticed that its the same on the other side of the wall which is in the bedroom!
Many thanks and hope i explained it ok lol x

Plasterboard does not always need skimming with plaster. If if the direct bond method has been used the boards can be taped together and then painted with special board finish paint. In your instance though it should of been skimmed as it sounds like it is fixed to a stud partition wall.
If I was you I would just rip off all the paper and then skim the walls, it will probably be the best option- plaster skimming0
