parking Eye fine

I have received a parking fine via the post from Parking Eye. I parked in a car park that was free for 1 hour and 20 minutes and according to the letter I was parked for 1 hour and 31 minutes. I was using the shops but only purchased from one of them and the time on the receipt is within the allowed parking time. As it is a free car park there is no ticket issued on entering to show the time of arrival. It is not possible to pay for extra time if you go over as I appear to have done. The fine is for £50 initially, which seems a bit over the top for being 11 minutes over the permitted parking time. I have read lots of threads about this but each one is different. Please can someone offer me some advise on this. Should I just pay the fine or should I appeal. It seems a bit unfair. I dont know if it helps but the letter they have sent me shows my car entering and leaving the car park, but on the photo of it leaving the picture is very dark and the number plate has actually been superimposed on the top of the original picture for some reason. Please advise me on what to do.

I don't advise uploading the paperwork as it helps parking eye identify you. All we need are a few questions answered. Was this a ticket in the car ? If not did you get the notice to keeper within 14 days ? Are you the registered keeper ? Is the vehicle registered in Scotland or NI ? Do you live in either place ?

It was a notice to keeper. I am the registered keeper. I got it within 14 days.the car is not registered in Scotland or NI and I do not live in either of these places.0

Okay you need to do a soft appeal to parking eye, appeal on not seeing the signs, or something like that. And enclose a photocopy of you receipt and invite them to cancel the ticket as there was no loss. Tell them that you want a popla code to appeal to them if they reject.
Also ensure you make complaints to the retailer, and if a retail park google the name to find out owns it and make complaints there. If you are considered disabled under the Equality Act 2010 add that to both complaintsWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. 1 hour 20 minutes? Where did they come up with that?
I bet they never applied for that reduction through the council. Check with the council planning department and see. If there is no authority in place then they are acting unlawfully and game over.0 -

I would also add the point of the BPA CoP grace section.
13.3 You should be prepared to tell us the specific grace period at a site if our compliance team or our agents ask what it is.
13.4 You should allow the driver a reasonable period to leave the private car park after the parking contract has ended, before you take enforcement action.0
