Barclaycard sending me leaflets

Hi all,
It seems like every month I get a leaflet from Barclaycard offering me their Platinum card with a 20 month 0% balance transfer. I am currently paying around £25 a month interest on a CC balance of approx. £1800. Not sure what this means my interest rate is.
Occasionally I receive a flier from Santander offering me a card as well. However, I have been declined with them in the past (Feb 2013). I bank with Satander, Lloyds and Natwest. Unsure of where Barclays got my details? Do they know I have other CC debt which is why they keep posting me this leaflet? I haven't applied for a CC with them before.
Also, does the fact they are sending me these leaflets mean I am likely to be accepted? They used to send me the initial maybe a year ago but they now send me the platinum. What do they base this on considering I have no accounts with them. Or do they just sent them to everyone and see what comes back? My score with Experian is poor but my score with Equifax is good.

I may have done the maths wrong £25 interest is just under 1.4% a month, yes your new card (if you qualify for it is 0% transfer) but what is the interest rate on the new card balance?0 -

It is 0% for transferred balances and then the leaflet says 19.99% for purchases.
I have found out that my Natwest is at 16.9% PA0 -
I think it comes down to, whether you can resist the temptation to spend on it.0
