Randomly terminating services

I have a a Dell Latitude 820 which appears to be terminating (or even just not starting) services on a random basis.
I've been having various problems, but the main ones seem to be around the web and networking.
I've been advised to try starting all of the 'automatic' services, but even though I'm logged in as an administrator I am unable to start some of them through insufficient access rights.
Any ideas??

Click Start - Run - type chkdsk c: /r - OK, answer Y to the prompt and reboot.
Once rebooted, Run sfc /scannow and have your Dell Windows CD ready. Is this XP or Vista?
Also, Run eventvwr.msc and look for errors in Application and System logs.0 -
