Sold Debt: who to claim from

Hi
Topman account 1997-2009 with GE Money.
Arrears = account sold twice.
Account paid now.
Noticed on old statements payment insurance, which is a % of the outstanding balance automatically added.
To whom should I address my claim?
GE, Santander (who now own all Topman accounts apparently, but didn't at the time mine was closed), CL Finance (who originally bought debt) or Aktiv Kapital (who bought it off of CL and who I paid the balance to)?

You complain to whoever sold you the PPI.My username refers to my enthusiasm for 'asking the stupid question' I don't think you're stupid!0

You complain to Santander, then they will reject your complaint, then you find out who the insurer was, then you complain to them.Non me fac calcitrare tuum culi0

You do not claim from whoever bought the debt, as you have no contract for PPI with them. I am inclined to think you would claim from Santander who bought the cards business from GE, as they will have taken on all liabilities. Additionally, your account was not finally 'closed' until the debt was settled.0
