It definately sounds like an overheating problem, but how long does it stay on for before it powers down?

If you boot up, but go into the BIOS (hit delete, or f1 of f2 or whatever depending what system you have, and what it says),

And if it's a new machine there is an option there to monitor computer temperatures, CPU temp, etc...so monitor this, to the stage where it normally reboots, and see if any of the temps goes daft?

That also rules out a software fault.

My best guess is, you think the fans are working correctly, the motherboard fan might have been plugged into the processor socket, the fans are designed to speed up, when things get hot, leave the side of the case off, to aid ventilation, maybe use a household fan trained on the mobo? And some processors need a thermal grease smeared on the processor to heatsink, maybe this was missed?

I'm always messing or adding to my computer, so leave the side panel off, but especially in this weather, as soon as I put it on, the fans speed up, and the computer gets lethargic/hanging, because its overclocked.

Take a note of the temperatures, and post them here, along with what the computer is, ie it's component parts, then we can tell you if they work together, and if the temps are in range.
