    Can you switch off the fuses to her flat...... Shame when fuses blow.
    Paid off the last of my unsecured debts in 2016. Then saved up and bought a property. Current aim is to pay off my mortgage as early as possible. Currently over paying every month. Mortgage due to be paid off in 2036 hoping to get it paid off much earlier. Set up my own bespoke spreadsheet to manage my money.

    How about getting a few candles, camping stove and lights in and then switch off your own supply for a few days and see what happens? Or not pay your bill for a bit? Have a word with your neighbour as they've been good enough to advise you of the situation, but somehow the both of you are going to have to force the landlord's hand.
  • First thing you need to do is ask the local council if the property is registered as a HMO. Things will depend on this, including that council tax question which went unanswered.
