Internet ordering -Money taken, goods not received

In May I ordered some goods from an online wedding store called Aimee's boutique. I received confirmation that the money had been taken from my account and the goods dispatched. They never arrived. I could not get through on the phone so I sent an email which received a response saying that it would be looked into. Since then they have answered no emails and you cannot get through on the phone.
Furiously I posted a negative review on the Review Centre (which is where I originally saw that they had a 4* review) once I had established that this had happened to many others. I then received an email from the Review Centre saying they had withdrawn my review temporarily as the company had contacted them saying that I had been refunded and I also got an email from Aimees boutique saying I had been refunded. The review centre asked me if I still wanted to post the review, which I did as I have still NOT been refunded It is a fairly small amount but I am furious that this company can get away with this. One of the other posts on the Review site suggests contacting 'Watchdog'. Is this a viable course of action?
