This might be me being uber-English and not wanting to cast aspersions about their financial state, but I would just write the card with no reference to the money, stick the cash inside and give it to them. That way it's still their choice on what they spend it on but you're not implying that you're giving them money because (you think) they're skint, which a lot of people might find very embarrassing.
