Refunded, buyer can't repay as checkout complete

Hi, yet another Ebay problem! Buyer paid via Paypal then asked me to post to alternate address, I refunded and asked them to add alternative address to Ebay/Paypal. They said they already have the 2nd address on Ebay but message came up when they paid saying 'seller will not post to this address' (have no idea why as its Stafford, and buyer is saying they've added it to other payments). I've marked as payment not received, then refunded but the 'checkout complete' is still lit and buyer says they can't repay as it just comes up with 'item ended', now they keep asking me to relist the item so they can buy it again. I've asked them to check their order history for the item and mark it as unpaid in their MyEbay to see if they can checkout again (not heard from them yet). It was a fixed price listing with immediate payment so I can't send an invoice. Buyer is also saying they will temporarily alter their registered Ebay address to the delivery one so I receive correct posting address when they repay. Can they do that? Will it be the same address on Paypal? The last time this happened to me I was told to send a Paypal invoice direct to buyer, but surely there must be a way my buyer can pay through Ebay. The irritating thing is its Ebay/Paypal who are telling sellers to refund and ask for repayment with alternate address added, but they don't seem to have put into place any way buyers can actually repay. Any advice much appreciated.

No the buyer should not change his ebay "registered" address, he should just add a new postage address at checkout. That address will get passed to paypal.

No the address should be registered in their Paypal account to get Paypal protection.

The address just needs to be included at checkout when they pay. It then shows to the seller as 'ok to send' or 'not ok to send'.

A seller won't need to know what is 'registered' or 'confirmed'. It is irrelevant.

The address can be added in a few seconds and needs NO verification.

Hi, have now sent buyer a paypal invoice but have not heard back from them. Buyer said they tried to add a delivery address to original payment but it said 'seller does not post to this address', they say they've added it to other purchases without problem, any ideas why such a message came up? I just don't understand Ebay, they are telling sellers not to post to a different address than the one on Paypal and their advice is to refund buyer for them to repay and add an alternate delivery address, yet they have no system in place for the repayment to be made as checkout remains 'completed'. It's just so irritatingly annoying!

Hi, buyer has not yet paid the invoice and has not answered my messages. If they don't pay can I open a NPB? How would it work if checkout says complete?

You cannot open a NPB as the buyer had previously paid.

Just tried the NPB and it says I refunded and can't open one! So this means I have now lost my Ebay fees. It's crazy, Paypal told me not to post the item, Ebay told me to refund and ask them to add posting address and to repay, but Ebay then prevents them from repaying by not allowing them to go through Checkout. Ebay then said send them a Paypal invoice, which ridiculously buyer can just ignore if they choose! I've been on Ebay community pages and there are lots of queries from people asking about posting to non paypal addresses and all are being told to refund and ask for repayment. Surely Ebay should have some sort of system in place to allow the repayment or to follow up non payment. Any advice on what I can do now? Haven't checked but can I try cancelling transaction with buyer instead? It maybe my last hope of getting some of my fees back. Why are things that should be straightforward always so complicated!

If you call Ebay, they are very good at applying FVF credits.
