Universal Credit-Transition Protection eligible? [single,live alone,no carer +SDA]?

If the example that somebody is single, getting ESA support element, no carer, will in the future moved to UC, then will they get transition protection (assuming if they have no changes in circumstances).

-Single
-No carer
-gets ESA Support element
-gets DLA HRC
-Gets severe Disability allowance
-Lets assume there are no change in circumstances in the future,
and it is time to move onto UC.
Does that above bold quote refer to 'brand' new claimants? or they are referring to current people too? (like in my example) ?
Does it mean the above example person will 'not' quality for any additional topup of transition protection ?
..........single people who get DLA MRC, no-one cares for them (no carer)..but currently get ESA/DLA and severe Disability Allowance...... will they NOT qualify for transition protection ? (assuming no change in circumstances)
or as they are an existing claimant to be 'transferred' onto UC they will get transition protection ?
and is that person considered making a new claim for UC? (as all claims are new) - or simply a transfer from the old system to the new system ?

Those who newly apply and so are not entitled to transitional protection and are in the support group and who are in receipt of HR care and live alone and don’t have a carer (e.g. those who have just got a diagnosis of terminal illness) will lose the right to SDP but extra funds will not be available to increase the money for the support group by much. They must count as being amongst the most severely disabled but for a considerable period people in this situation will lose out very substantially compared to the present system.

I know it says new applicants only but it is seems a bit unclear, on the bit below in green.

"and are in" ? Does that mean and are in 'currently' ?
(ie already in receipt of the support group, HR care , live alone etc)
or wouldn't it say something like,
new claimants who fall in the category of support group, HR care, live alone with no carer.0 -
i have no intention of worrying about UC until i get the forms,there could still be a number of changes0
