Need a soil stack vent?

Hey
We need to create a bathroom upstairs (currently the only toilet is downstairs).
The downstairs toilet goes straight into the sewer so doesn't have a soil stack. In the centre of our house we have a vent that i believe goes straight into the sewer and is used to vent the downstairs toilet.
My question is, when we put the toilet upstairs, does the soil stack need a vent or can the existing "vent" pip be used to get rid of any gasses?
I am all new to this and just wondered if anyone could help.

Just to clarify are you asking if the new upstairs can be plumbed into a stub stack with an air admittance valve on the top in lieu of carrying a vent stack up to atmosphere on the basis that another full vent does exist elsewhere ?
