How to Repair Broken Window Catches

I'm a leadeholder of an ex-council flat, which has double-glazed window units which were fitted by the Council before I purchased.
The problem I have is that the catches on two of the windows have broken - one leaving the window open and unclosable (not a security problem as it's in a 10th floor bathroom), the broken catch on the other window has left it closed an unopenable.
Has anyone got any suggestions how to go about getting them repaired? I know the council won't repair them as I'm a leaseholder not a tenant. Would I have to find out the name of the original installer from the Council, or could it be an easy DIY repair? I certainly can't see any obvious way of repairing them, and I'm no expert on these things.

an easy diy job.
Could do with a bit more detail, what is actually broken, what type of handles, can you post pictures?
Screw heads are usually covered with a plastic cap which are easily removed.
Here's a wee video, give you an idea, look here to help identify handle type, then search for cheapest.0 -

Just seen the video as well, and they look as though they're pretty standard to replace - I'll have a go!0

I Used a large sliding bolt like you would use on a back gate, and screwed it directly into the plastic, using long self tappers, (I did drill a small pilot hole. )0

The one that's stuck closed is already repaired thanks to this. With the window that's stuck open, I probably need to get a new handle as the old one came off, and I think it may be lost or faulty.0

if you're not too bothered about the handle, you could fit a couple of these for security, might be able to find them cheaper.0
