Ncp letter says they will send bailiffs on Friday

Have they been to court over the matter?
It's possible this could be a scare tactic, I've had a couple of these recently, letters threatening that a DCA will be sending "Collection Agents" and Bailiffs to my home. But I'm pretty sure unless they have a court order they aren't allowed to, and even then you don't have to allow them into your home!

I was the driver, someone else owns the car. I told them to chuck the letters in the bin. It isn't a council owned car park. They now say they didn't read any of the letters..0

Given that you've ignored / binned all the previous threat-o-grams we can't really confirm anything.
What we can say though is that NCP are full of it. They're very militant and think they themselves ARE the law.
The truth is they're b*ll sh***ers. They're not going to write and give you advance notice of a bailiff visit and a bailiff can't seize property unless they can gain peacable access to the inside of the property (though they can seize stuff in the garden or on the drive). Bailiffs also need a court order / CCJ before they can legally seize your goods. If they had one, NCP would be only too pleased to inform you in their most recent threat-o-gram and the fact that you haven't mentioned this leads me to believe they haven't and thus won't be sending a bailiff. They might try a so called debt collector but they are powerless to do anything other than ask you if you'll pay them some money (to which you reply 'no').
NCP have never previously done court, they've always stayed away from this sleazy tactic so I don't think you have a lot to worry about.0 -
