I am writing to formally challenge the above Penalty Charge Notice.
On xxxxxx my vehicle xxxxx was issued with a Penalty Charge Notice for the reason of Contravention Code 6, Parked without clearly displaying a valid pay and display voucher or ticket or voucher.
In accordance with the Road Traffic Act 1991, my challenge is on the basis that the contravention did not occur. At xx:xx I purchased the ticket shown below. I proceeded to walk my dogs on xxxxxxxxx. Due to excessive high temperatures in the car I left the near side front and rear windows down by 10mm to allow airflow in the car as the excessive high temperatures could be fatal to my dogs. I had placed the ticket on the dashboard as required. On return it had flipped over and it was not where I left it. It is very important that I reiterate that when I left the car at xx:xx the pay and display voucher was clearly displayed. Had the ticket been sticky it would not have moved from the dashboard.
Please find enclosed evidence to this effect, in the form of a photograph of my valid pay and display voucher. The original is available on request. I use xxxxxxxx on a daily basis and always purchase my ticket as required.
It is for this reason I look forward to receiving notification that the Penalty Charge Notice has been cancelled.

You're giving away too much info on a public forum.
Edit out the date, times and location asap.
Where did this take place England & Wales - or Scotland - or NI?0 -
Most councils are reasonably understanding with regards to flipped over tickets and will usually withdraw 1 PCN per car every now and again on production of your ticket....they won't do it regularly for you though as you could just get one from someone else to present to council.:footie:

You then have a formal appeal stage 'Notice to Owner' and then adjudication (both of which the PCN actually tells you, on the back!). You can use Bogsy's well-known 'fluttering ticket' wording as part of your formal appeal, as shown in this pepipoo thread:

...and whilst waiting you should get the Traffic Order for that place. NOW. The Order may be linked on the Council website - if not you should email or call into the main Council Offices for a free copy (or for the cost of a photocopy of a few sheets). Email is best. You need to look at the Order to see whether you are required to 'continuously display' the P&D ticket and/or whether the Order talks about 'sticking' the ticket to your car windscreen (which you couldn't).
