He should call them asap and ask to claim Income-Related ESA.0

He doesn't need to call them, all you need to do is visit a jobcentre pick up an ESA3 fill it in and send to the address on his letter. send recorded delivery cost just £1 extra, and then phone about 8 days after posting to see if it did actually arrive.0
