Is the landlord allowed to turn the radiators off completely?

I live in shared accommodation and I need the radiators on to dry my clothes, atm I've been using a tiny convection heater which dries maybe two shirts at a time and I've got a lot to do... They haven't been on for about two weeks and I told him I need them on to dry my clothes. He did it for a few hours but then he keeps turning them off (got someone else to specifically as he doesn't live here), I'm not happy because I'm paying the same amount of rent (bills included) and getting less utilities! I can't line dry them otherwise I would do that instead.

That's not the point of my question... Of course I don't want them on to heat the place up, I need to dry my clothes as I stated.0 -
Go out to a laundromat and use the dryers there.
Or do as I and my neighbours did for our shared laundry facility - push the landlord for a tumble dryer in the shared area. Keeps the flat a bit less damp (well, a lot less damp than it is naturally), and speeds up the drying time by days.0 -
That's not the point of my question... Of course I don't want them on to heat the place up, I need to dry my clothes as I stated.
You could just pop them on the cold radiators and they will dry without them being turned on. Or use a clothes horse. Or drape them over some chairs. Put them on a hanger and let them dry on the back of doors?Sanctimonious Veggie. GYO-er. Seed Saver. Get in.0 -

That's why the all bills included option was perfect for me atm
The landlord doesn't care at all otherwise I would push for one
But is he allowed to turn them off even though I've told him I have to do things with the utilities I'm paying him for and am not receiving? It doesn't say in the contract that he can and I'm paying the same amount of rent.0 -

I've been doing that for half the clothes because my pile is so big and they smell horrible - damp even when dried
, I'm ashamed to say how big it is because I've let myself go over the past few weeks but I'm sorting it out now

Why can't you hang them outside as that is the best solution at this time of year?
If not then put them on a clothes-horse and put it outside. Using radiators to dry clothes is not a good idea even in winter as it's a major cause of damp. I can totally understand your landlord.Lost my soulmate so life is empty.

The radiators are for heating the property when cold, not for drying clothes. Drying clothes on radiators causes damp and condestation.

I don't trust the people here (won't go into detail) and we don't have a proper garden, just a place for all the green bins and rubbish
The weather was best yeah but we've been getting showers of rain in between the heat daily for the past week and are due more, not that I'm complaining because I love it!0 -

That's the only thing I want to know, because if he isn't then I won't worry about asking him but if he is then I'll leave it and see if a family member will help me out if I can't afford it next time.0
