Parking Eye 'no concessions for blue badge holders'

Has anyone reported this to BPA? Para 19 BPA COP clearly states that if the landowner provides disabled spaces, the PPC must not issue a charge to a vehicle displaying a blue badge. What's that if it is not a concession? (Not to mention Equality Act implications)

And surely this means that, being in breach of BPA COP, they are not allowed to obtain RK details fro DVLA?
Or am I missing something obvious????????

I'd suspect they mean no concessions in the sense that they still have to Pay

Except that many of PE's car parks are not pay and display at all - such as ALDI, free for the 1st 90 mins or Welcome Break, free for the first 2 hours, so that doesn't explain what they are meaning by this.I'm a retired employment solicitor.
