Id to open basic bank account

Hey I am looking for some advice I currently dont have a bank account due to it being closed due to debt so looking to open the most basic bank account however i have no passport or driving licence for id and no utility bills as i live with parents. I only have tax code and letter p60 can anyone give advice please.

If you are on the electoral roll at your current address, you should be able to open an account online with no further ID checks.0

I am not on the electoral roll either as i dont really have a fixed address so my mail is all to my parents i.e Tax letters P60.0
