Removing skim plaster from wood panelling

Hi

I have some oldwood panelling (plain flat) in my living room from which I want to remove the skim plaster that was put over it in the 80s I would imagine. I have already removed the wallpaper that was over that and under the skim are layers of paint I"ll remove with peelaway or something similar one day!

I have tried using a scraper, wallpaper steamer ( yes, I know that was a daft idea but was so fed up of scraping) etc. but it is proving really difficult to get off. Other than just persevering with a scraper, does anyone have any other ideas? Its about 1 to 2 mm thick.
