I thought the same re no photos on the letter but I can confirm there was no ticket attached to the windscreen. But isn't this the norm anyway re PE as they use the automatic registration system?

I have gone back there and was told they couldn't cancel it there, there is someone I can contact, but on talking with them, it sounds like they won't cancel it. I can tell you why, but it will have to be directly, it doesn't seem prudent to post the details on here. If you feel it would help, then I will oblige.
So as you know, I emailed and posted my Acknowledgement to them a while back. I received their reply through the post on the same day that they would have received the letter copy through the post that I sent them, so they do respond to emails.
I replied to their reply as a PDF attachment via email only (I really don't want to keep forking out on expenses, as small as they may be...) and this week received the next reply from them, entitled "Letter Before County Court Claim".
In this letter they do not acknowledge my most recent reply to them and continue to not provide the information I have requested, which includes the ticket we are supposed to have received but never did, thereby never having the chance to appeal to them, or POPLA.
I have scanned in the front and back of their latest (scarily titled) letter here http://forums.pepipoo.com/index.php?s=&showtopic=81701&view=findpost&p=861725 for your perusal (noting that the letter says "court proceedings will be issued...unless payment is made within the next 14 days" though I note my LBA from a month ago says the same thing...) and await further advice, hoping that Daisy will be checking before mid-September!
So what is my next step please? Krayzee, you have to understand that they are just pumping out computer generated letters in the hope that you'll break and pay them.
I suggest that you send them a letter along these lines (using your own words)
Dear Sirs
[insert reference number]
Thank you for you letter of [date]. Unfortunately it is yet another template letter that does not address my earlier requests for information. Just to be clear, I do not accept the assertions that you make in your letter and I will be dealing with those issues in my formal Response. In the meantime, I should be really grateful if you would please do me the courtesy of actually reading my earlier letters of [insert dates].
To start with, you appear to have completely ignored the fact that I did not receive a windscreen ticket, nor did I receive a PCN containing images of the vehicle through the post. I was not at any time advised of the right of appeal either to your company or to POPLA. On that basis, since I was denied the right of appeal at the time, I wish to exercise the right of appeal now, on the basis that the driver did not see any signs and was not made aware of the requirement to record the registration number of the vehicle, either by adequate signage or by the staff at the centre. On that basis I invite you to cancel the charge, or to provide me with a POPLA code.
If you refuse to allow me to appeal, then please respond to my earlier requests for information as follows:
[insert here, in numbered paragraphs, the requests for information that you have made in your earlier letters which they have ignored/failed to reply to].
Please reply to my above requests for information about your claim, responding in corresponding numbered paragraphs. I shall then prepare a Response according to the guidance given in Annex A of the Practice Direction, and forward this document to you within 30 days of receiving the requested information.
Please note: I need this information in order to understand your claim against me. I am sure that the court will agree that it is totally unreasonable of you to expect me to try and guess the substance of your claim against me. If you continue to waste my time by sending further template letters which do not address issues that I have raised, I shall have no alternative but to seek the assistance of the court. I trust this will not be necessary and I look forward to receiving your sensible response within 14 days, so that we might make some progress with this matter.
