Tenant, plumbing or am I going barmy?

My parents' tenants moved in a few months ago. I live in the next-door semi. Since they moved in the external toilet overflow has been regularly (but not constantly) spewing water for hours at a time. Got the plumber out yesterday and there was no sign of any overflow problem inside the cistern, but he adjusted the ballcock just in case and told me to call him if that didn't sort the problem. Seemed to be ok but from about 9.45 pm last night till 10.30 am this morning there was water spewing out so I phoned the plumber again. I'm a bit paranoid about the whole access without notice issue, so I'm reluctant to be seen as a pest by insisting on going round there, but I phoned and asked the tenant if they had put anything in the cistern that might have raised the water level (like those bloo things) and they assured me they hadn't. I told them the plumber was due back today or tomorrow. At 2pm the water stopped and since then there hasn't been a drop. Am I going barmy? lol

The plumber is doing us a favour coming out tomorrow as he's chockablock at the minute (and we know him so that's legit). But I don't want to waste his time if it's the tenants who are causing the problem and not the plumbing.

So what would an experienced LL do in these circumstances?
