PPI offer from RBS

RBS contacted me to say I had PPI on 2 loans March 2007 & May 2007. I had no idea I had this. I filled in their paperwork & sent it off to them. I got a 'goodwill offer' of £367 approx & have not accepted this yet.
I then looked out the paperwork relating to these loans & the amount of PPI for £5,000 was £1,690. In 2008 I got a further advance on my mortgage and added this loan on to it.
Before looking out the paperwork I called RBS re offer and asked if this was 'goodwill' or was it the amount I was owed. They said it was based on all payments I had made.
I am glad I looked out the paperwork now as RBS caught me out with the goodwill offer on the bank charges, offered £150 goodwill on charges in the region of £8,000
1. Can I refuse this goodwill offer & do I have a claim for the £1690?
I'm completely overwhelmed with RBS now with mortgage payments wrongly applied (Ombusman dealing with this).
A 5 year fixed rate of 5.94% which my paperwork says should have ended 30/06/13 (61payments) they took another payment at the fixed rate of 5.94% on 1/7/13 (62 payments). Getting anyone at RBS to explain has been so far impossible. This has been ongoing now since 2009! I can't move to another lender until this is sorted out as they have me in arrears. HELP PLEASE how should I take this forward.:(
