Indemnity for lost share certificates

I'm going through probate for my Father's will and have problems with transferring his share holdings as I have no certificates. Computershare have sent an indemnity form which needs a countersignature. The problem is that their list of approved signatorys does not include my bank, Halifax. Lloyd's, in the same group, will not sign as I am not a customer. Other banks either do not provide this service, or will only do it for existing customers.
1) Does anyone know of an organisation on Computershare's list which is less fussy?
2) How much will this cost? I've seen figures of around 1% of the share value. This seems a lot when, with electronic storage of the shares by the registrar, fraud must be incredibly rare.

I would ask computershare directly if Halifax can enter into the indemnity as they are the bank who have a relationship with you.
Note Not sure fussy is the correct word who ever enters into the indemnity would be liable for any losses that would occur if things went wrong. not sure you can expect an organisation who has no relationship with you to gladly sign for you.0
