There's an extra paragraph for a POPLA appeal then - self ticketing section of the BPA Code of Practice needs a close read by the OP, along with the signage section and everything else in the Code where this PPC will have slipped up!

No stating nor implying who was driving, not at any point in the appeal. POPLA stage is then stage 2 and you'll need further help again. Read up on POPLA appeals in the meantime by searching the forum or just reading the most recent threads on page 1, 2, 3, ... read as far as you can read until your eyes glaze over!
