Debit card Visa purchase

I placed an order via Amazon.co.uk's Marketplace, from a UK based seller on the 18th July. The seller processed the order and marked it despatched on the 24th July, note not within the two days promised. I recieved an email from the seller yesterday, 30th July, to say the order had now been despatched??? and from the USA???

So now in addition to having to wait circa 30 days for delivery, for which I paid nearly £10 for speedy delivery (its a bottle of edt). I will now be liable for import duties.

I have contacted the seller and requested a full refund as I am unhappy with the deceit and hidden additional costs incurred from importation. Nowhere on the sellers profile or in any of the items description does it mention the item will come from outside the EU. In fact it quite clearly states UK based.

The seller has refused to issue a full refund, so I have contacted Amazon who have acknowledged the seller is a fault but say I cannot make a claim until 25th August.

Can I request a refund via Barclays (card issuer), Visa or any other options?
