I am looking at Chromebooks and see that there is a WiFi & 3G model
How does the 3G work - is it like the early Kindles (SIM built in and free for life) - or is it somehow chargeable ?

You'll have to buy a contract or PAYG Mobile Data SIM to go with it.

So how do they call it 3G ?
I would have to get a dongle for it - if I get one !!
They appear pretty well put together
It will have built-in 3G modem, just add a SIM card.
The Chromebook has a built in 3G modem and will have a slot (usually hidden behind the battery if it's removable. Or a small slot along one of the sides.) for a sim card.
