Why not? It's just as secure as contactless.

Nothing to do with security. The EMV spec doesn't have any random CVM chosen other than on EMV contactless.

Well what can I say, I've done it several times (insert card, not requested for PIN) and each time the transaction has occurred correctly. Each time it was less than £10 though.

Looks like a softening-up exercise to me. There's consumer resistance to contactless, for two different reasons. So one step at a time.

    Thanks for all replies.

All I can say is the bank have called me twice to ask me to explain (again) what happened because 'this can't happen/is not possible/are you sure you didn't enter your pin?'

    Just random freakiness I suppose.

Some shops have floor limits (well they all do, but it's set at £0.00 for some).

The shop can allow a transaction go through without verification upto the floor limit and still be sure they are paid by the bank. (Some specific cards may be excluded from such a floor limit.)
Most verify anyway, but in case of communications issues with the bank, they often let them through unverified rather than delay you or cause you embarrassment.

Just like the days of the old credit card swiper when they took an imprint and you signed. (though mostly they did not verify unless above the floor limit back then)

That has nothing to do with the card verification method though. That's to do with checking with the bank. In the UK (and France) we use offline PIN so the PIN is still stored in the chip, so it still verifies even if the transaction is offline.
