I sent the reply more or less as above with a few tweaks. Thought it couldn't hurt to give it a spin!
I've also contacted the landowner. Should be interesting as it's not your usual supermarket/hotel job. Shall see how that one goes.

Successfully put pressure on the landowner to get the charge cancelled and you could find yourself in Coupon-mad's 'Hall of Fame' - definitely something to aim for!!!!

I received - as predicted by Coupon-mad - the standard 'LBCCC' in response to my above letter.
Amusingly, PE have reverted to the very naming error I wrote to complain about, despite getting it right after the initial contact.
Nice to know they carefully read and consider each letter they receive, eh?
Shall fire something back at them in due course. I've tracked down the fella responsible for parking matters within the developer which owns the site. He's got until the end of today to reply to my e-mails and then I'm hitting the phones.
Will keep you posted.

I am liking the sound of that. Fight back, complain, be a thorn in their side and if all else fails threaten to actually sue the owners for harassment by their agent. The Development Managers won't like it and the easiest way to get rid of you - if you are persistent - will be to tell PE to drop it.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi Geoff - I suggest that you focus your attention on the landowner and your bid for the Hall of Fame. Hold off from contacting PE for the moment, and I'll pm you a letter shortly.
