Deposit return for student forgiens affecting my friend or aload of crap?

Obvouisly its not myself so I don't know every little detail.
As I can get from her the deposit hasn't been protected (Has anyone got the numbers for her so she can check this?)
On requesting her deposit she has been told that because the people she was sharing with are not from the UK he has to send a form to the 'tax people' and is waiting to prove that they were supposed to be in the UK or some stupid story..sounds a load of (text removed by MSE Forum Team) to me *although* if it was protected perhaps thier is some truth that he has sent a form to the company thats protecting the deposit to get it back but I wouldn't know...she is rubbish with money etc so has little clue.
If it turns out the deposit hasn't been protected properly I belive I have been told here before she can take him to court for 3x the vaule? She would have been living thier since August 2012 time as she was thier for a year inbetween studies and is for £400.
Thier seems to be no dispute about the actal deposit being taken for the house, just that he is not returning it.

no, there's no tax on a deposit, it's not an income. Sounds like a chancer to me!0

Check out the Shelter website, where there is a template letter to send to LL requesting proof that the deposit has been protected and guidance on the process to retrieve it.
There are not tax issues connected with deposit/foreign students as far as I know, and the LL is probably talking rubbish to buy for time.
Don't get her too excited about the 3x claim - it is possible, but it is a long and costly process and it is 1-3x the deposit value at the discretion of the judge, so nothing guaranteed. However, threat of this to the LL may be enough to get them to cough up the deposit return.

We all know that. And as the - key is next to the 0 key, I think we can assume it was a simple typo0 -
As above:
* tax is irrelevant and rubbish. Ignore
* check each 4 companies to see if deposit is protected
* if not protected, penlaty is 1-3 times deposit. But a hastle to claim
