UK - Car Park Management

I have been reading through the forum to try and find out what I need to do however just as I thought I was sure I had to just ignore all correspondence I found a thread that says the rules have changed.

On 25/1/2013 I received a 'parking charge notice'
I was observed at 21:27 and the ticket was issued at 21:30
At the time I was at work at Pizza Hut and was technically loading and unloading pizza.
The car was behind the store in the entrance to the private car park in which a permit is needed. The road markings do state no parking however they have done since the store opened 2.5 years ago and it has not been an issue until the start of this year. We have had the local fire brigade down to the site and they confirmed that even with cars being parked where they were being parked they could still get a fire truck through the entrance into the car park.

Since then I received a letter from UK-CPM stating the charge had increased to £100 however I have lost this letter.

Two days ago I received a letter from 'Debt Recover Plus Ltd'
They state that I now need to pay them £149.00 no later than the 06/08/2013.
It also states that if i don't pay the full amount in time they will recommend to the creditors solicitor that a court action should be taken to recover what you owe.

So far I have ignored the matter however I am now starting to worry about whether they are going to take the matter further.

    As you have left it so long, you may as well keep-on ignoring. The DRP letters are an established part of the scam chain.

    Some PPCs have been issuing small claims more frequently recently but I don't think this is one of them. Many are just as avoidant of court as they were before and the DRP/Zenith scam seems unchanged. So you will need to wait for properly issued court papers but my feeling is you won't see them. :)

    BUT if you do get a Letter Before Action please don't ignore it as that signals the start of the court process. If that happens go here:

    (I agree that on current trends this is not likely to happen with this PPC, but as we have seen, some PPCs are jumping on the bandwagon)

    You are asking whether to pay a fake PCN?!! And I am really upset and disappointed, after all out our hard work (as regulars here) answering new threads every single day, that you only found ONE thread telling you not to ignore? Even though every single thread for the last 4 or 5 months has told people NOT to ignore, and how to win at POPLA?

    Never mind, as others have said you are far too late to appeal, too late for POPLA. And you certainly do not respond to a middle-man debt collector like DRP:

    Complain to the Retail Park owner/managing agent (the person who Pizza Hut pay rent to). Put it in writing, right now. If your employer won't help get this quashed, write the agent who runs the retail park a letter yourself, complaining that staff are being targeted by this parking agent. Ask them to step in and call their dogs off as this is getting silly. Better to be proactive to insist it is cancelled than to wait to see if these scammers ever try court.
