Hi, I would really appreciate some help as I've read that these are not enforceable but still worry. I received a pcn for parking at bluewater, on a hatched area that has been repainted as a bay without the removal of the hatched lines. I was told by a member of bluewater staff some 16 months ago that it was ok to park in this space which is one of 4 redesignated spaces, and have parked there several times with no ticket. I have not paid the reduced fee and now have a notice to keeper from parking control management northampton, £95 now due. Parking is free at bluewater, and as far as I recall there are no notices around. I really would be grateful for any advice, as far as I have read so far I need not provide driver details, or communicate in any way. Thank you in advance

You just send an appeal to them as a result of receiving the NTK, as you will read on every thread here. See below for a link I give umpteen times a week to example appeals (DO NOT name/imply who was the driver and no admissions):

Then you just spend the time while waiting for their rejection, reading up on strong POPLA appeals.

Do show us your draft POPLA appeal if unsure about it, when you get to that stage (and do not try to fit a nice long detailed POPLA appeal in the POPLA appeal wording box as it will cut it short, you may have to send it by post). But that's for a later stage anyway.

For now your appeal to the PPC is fairly simple, as per the link.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
