There are also some that actually emit light rather then just reflecting.
I'm guessing they are solar powered. We had some installed local near a tree the local youth kept driving into & killing themselves.
Sadly the local youth fancied them and they got dug up, council replaced them & they got dug up a again so council replaced them with the traditional reflector type
We have the powered ones here too0 -

There were LED cats eyes used in accident blackspots, charged by solar panels on each. However I think they wound up getting removed as the flicker was distracting for some and causing accidents!
I did like them, as you looked in your rear view mirror they looked like tracer-fire drifting off into the distance!0 -

another point.....having been driving around the south recently, making a nuisance of myself [whatever else is there to do at my age?].....I noted many instances of signage warning that cat's eyes were removed.
And so they were, too.
Replaced by little neat patches of tar!
At the risk of starting yet another marathon fred....it might be worth noting that, the cat's eyes were also removed from the middle of solid continuous white line road markings [down the middle, or thereabouts]...
This aspect alone makes [IIRC] the 'solid continuous white line' unenforceable [ie, do not cross, on pain of death]...ie, they must have return arrows [x 2]...and cat's eyes..to comply with the regulation governing the way this signage is set out...
