My careless and carless friend, Juan Abdullah Hitomi Moon

I have a friend, Juan Abdullah Hitomi Moon, who visits me often. He likes visiting the UK and often travels around comparing places to his four residences in Columbia, The Yeman, Japan and North Korea.
He is carless - so borrows mine, and unfortunately careless, so frequently stays too long in private car parks. However, he always pays parking fees where asked, and never parks in the street or at stations. He is a sedate and fortunately considerate driver, and has never brought any of my cars to the attention of the law.
When PPC companies write and complain he has broken their "rules" and demand redress, I offer his name and his four addresses. He never likes to reply, always being too busy flitting around the globe or planning his next UK trip. I don't even know if he reads their letters.
So, what can mssrs Excel Parking Eye and the like do about my friend. Especially since he's so reluctant to engage and so very abroad.

    Hmmm that's very interesting... Presumably there is no come back on the registered keeper in this case?

    I expect that, as we are asking PPCs to provide some proof of their contract with the landowner, they will expect some proof of your Mr Moon's existence as well.

    I detect a flaw here - is Mr Moon a named driver on your policy?

    Or has he got a cover-note or a certified copy of his own policy from one of his 4 addresses showing that it includes cover for the UK?

    And given that no private parking company has any legal authority to demand details of such a policy what would be the relevance?

    That said I would suggest that there are those in certain PPC's who would take enormous delight in devoting many hours proving that the vehicle(s) purportedly driven by Mr Moon were in fact driven by a Mr Bloggs of a rather more mundane Surbiton, or wherever.
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

    They could argue that Mr Moon's address is not a "serviceable address" and they may wish to test this in court!
