PPS charge appealed and turned down now what?

I received a parking charge from outside Derby Train Station from PPS.
I had purchased the ticket. But during the day the ticket had curled up and turned over making it unreadable. It was when we were having outside temperatures of 30+ degrees.
I appealed the charge and showed a copy of the ticket timed 06.39 and my train ticket which was collected which was timed at 06.42.
I pointed out there ticket states 'fix inside the window' yet there is no sticky on the ticket to do this hence it had to be placed on the dashboard.
The letter back from them shows 4 photos of the ticket the wrong way up all curled up so they can clearly see the sun had curled the ticket.
They didn't address the issue I raised regarding the ticket not having any sticky on it to afix to the windscreen.
I am adamant it was placed facing upwards as I always rechecked once car is locked up. And can only conclude the sun curled to ticket up and somehow it turned over.
They have included the form for popla.
Can anyone please advise me on what to do next. I've read about popla not really being independent.

You should appeal to popla
You need to include in your appeal that you dont believe they have the legal right to issue invoices and that is isnt a genuine pre estimate of lossProud to be a member of the Anti Enforcement Hobbyist Gang.:D:T0 -

We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

I am concerned that you didn't re-post a reply showing your draft POPLA appeal? I am worried you may have sent it off too hastily, can't be sure what threads you read and if somehow you missed all the POPLA strong appeal examples available on this forum.

If not then send new evidence to the PPC and to POPLA explaining that as you were unfamiliar with the POPLA appeals service you have now realised from further research that you can make more points than you did, and here they are. DO NOT just let an appeal on 'mitigating circumstances' be lodged on it's own as it WILL LOSE (really hope you found the sort of links above and copied them). If not add more by post next week, citing the POPLA code again and making it clear this is further evidence for an already-lodged appeal.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
