According to the following report, average insurance cost for 23-29 year-olds is £738.93, and 17-22 year-olds is £1,210.54:

But without you telling us more about your situation no one can really comment meaningfully. In addition to questions above, how long have you been driving, have you had any accidents/claims, what car do you currently have and your job (assuming you're employed)?
Edit: Oh, and I assume you've got the figures you quoted from a comparison site like Go Compare, Moneysupermarket or the like rather than just phoning one or two companies?0 -
Age 21 - £1400
Age 22 - £1100
Age 23 - £750
Age 24 - £340
So I've beaten the average figures.
Tips: small cars aren't always cheaper to insure - switching from Fiesta to Focus resulted in big drop in premiums even with a much more powerful engine
Add someone more experienced as a named driver- I just added my girlfriend who's one year older and had licence 1 year longer - knocked £100 off premium.
Play with excesses - I got mine cheaper one year by going for £500 excess but cheaper the next by DROPPING it to £250

Their NCD means nothing on your policy, make sure you are listed as the Main driver if you are otherwise you may be fronting the policy which is a big no no.
I'm 24 and pay approx £320 a year but have 7 years NCD now, no accidents/convictions.0
