Burton upon Trent - UKPC ticket - disabled bay with a disabled badge was this you??

Sad to see that after being away fro a while not much has changed 
To cut a long story short, I found myself transiting through Burton upon Trent in the midlands at the weekend, as i was walking through a car park by a shopping centre ( octagon???) I noticed a parking bod taking a photo of a car.
Apparently the car with a blue badge/permit thing was parked parked in a disabled bay and was being ticketed as the disabled badge was out of date, possible equalities act breach by the shopping centre? as well as a COP breach by UKPC??

This is not my car, nor am i the registered keeper - i did wait a little while ( i had time to kill and theres not much in to do in burton upon trent so i hung around a little while trying to intercept the driver.
I have another photo with the reg number on and thats about it, other than a complaint to the shopping centre theres not much else i can do.

Or maybe the driver was trying to pull a fast one with a dodgy badge? Hardly crime of the century and if the charge has no legal basis it doesn't matter if you have a badge or not, but who knows what the truth of the situation is?0

An out of date badge is fair game, especially with the high levels of BB abuse going the rounds. There is no real excuse for sloppy paperwork so hopefully this will run the course.0

Why is it fair game on private land ? The blue badge scheme is not for private land, and has much relevance as saying blue cars only in the disabled bays. It's a Equality Act breach if the person in the vehicle is disabled, rather than the OP waiting around it should have been the employee of the parking company, or they could have checked the tax disc to see if it was zero ratedWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
